The Agency for Electronic Communications and Postal Services is an independent regulatory body in the field of electronic communications and postal services
The Agency for Electronic Communications and Postal Services was founded as the Agency for Telecommunications, on 8 March 2001, by the Decision of the Government of Montenegro.
The Agency for Electronic Communications and Postal Services (hereinafter referred to as ”the Agency”) is an independent regulatory authority in the fields of electronic communications and postal services. The Agency is functionally independent from all entities which exploit electronic communications networks, provide equipment or services on the markets of electronic communications and postal services.
The basic principles and rules the Agency is governed by in its regulatory activities in the sector for electronic communications are the following: providing safe and foreseeable business environment for the work of operators and their investments, creating conditions for deployment and development of new technologies in the whole territory of Montenegro, while encouraging rational use of limited resources (radio-frequencies and numbers/addresses), promoting competition and preventing distortion of market competition between operators, resolving disputes between operators, protecting and continuously improving interests of the users.
Bodies of the Agency are the Council and the Executive Director of the Agency.
The Agency carries out its activities in accordance with the competences stipulated by the Law on Electronic Communications (“Official Gazette of Montenegro”, No. 40/13, 56/13, 2/17 and 49/19), and the Law on Postal Services (“Official Gazette of Montenegro”, No. 57/11, 55/16 and 55/18), and according to the Work Plan.
Work Plan and Financial Plan of the Agency for the next calendar year are submitted for adoption to the Parliament of Montenegro.
Annual Report and Financial Report of the Agency are submitted for adoption to the Parliament of Montenegro.
The work of the Agency is public.
Regulations adopted by the Agency are published in the “Official Gazette of Montenegro“ and on the Agency’s web site. On the Agency’s web site are also published:
- decisions of the Council;
- extracts from the registers and data bases kept and maintained in accordance with the Law on Electronic Communications and the Law on Postal Services;
- comparative overviews of the quality and prices of the services and other information relevant for the user protection;
- statistical data and other indications of the development of electronic communications market and postal services market;
- Work Plan with Financial Plan;
- Annual Report with Financial Report and Auditor’s Report;
- other data and information related to the Agency’s work, in accordance with the Law on Electronic Communications, Law on Postal Services and Law on Free Access to Information.

Establishing an efficient and predictable regulatory framework for the development of sustainable and competitive electronic communications and postal services markets, where innovative, high-quality and accessible services are offered and provided to citizens and the economy, through state-of-the-art technologies, independent, professional, transparent, non-discriminatory and the reliable operation of EKIP, whose employees achieve high standards of expertise and ethics in their work and constantly improve their knowledge and skills necessary for the regulation of the market of electronic communications and postal services.

Regulation of the market of electronic communications and postal services for the benefit of the citizens and business entities in Montenegro, creating a favourable business environment and equal conditions for the business of the operators, efficient administration of radio-frequencies and numbering resources, fostering investment and innovations for improving electronic communications and postal services and networks, efficient dispute resolving between the operators, protection and encouragement of competition with a view to creating attractive conditions for the users, increasing the availability of electronic communication and postal services, continuous improvement of their quality and efficient protection of service users in relations with the operators.
