The Federal Administration for Geodetic and Real Property Affairs of FBiH performs administrative and other technical tasks that are under the authority of the Federation of Bosnia and Herzegovina, relating to: survey, real estate cadastre establishment and updating, utility cadastre, with the exception of the tasks for which the authority was devolved by the law to the cantons and municipalities, mapping of the territory of the Federation of Bosnia and Herzegovina, geodetic and cartographic tasks of relevance to defense, keeping technical archives of the originals of plans and maps of basic geodetic works and other data resulting from geodetic works, land consolidation, special purpose land survey, real property records, making property reprivatization proposals, inspection supervision of works related to survey, real estate cadastre, land cadastre, and utility cadastre.
The geodetic profession in the Federation of Bosnia and Herzegovina is decentralized with its headquarters in Sarajevo, in contrast to the Republic Administration of the Republika Srpska that is headquartered in Banja Luka. Both Administrations cooperate on legislative and professional basis, and are partners in various projects and programs.
FGA performs administrative and other technical tasks that are under the authority of the Federation of Bosnia and Herzegovina, relating to:
- survey, real estate cadastre establishment and updating
- utility cadastre, with the exception of the tasks for which the authority was devolved by the law to the cantons and municipalities
- mapping of the territory of the Federation of Bosnia and Herzegovina
- geodetic and cartographic tasks of relevance to defense
- keeping technical archives of the originals of plans and maps of basic geodetic works and other data resulting from geodetic works
- land consolidation and special purpose land survey
- real property records
- making property reprivatization proposals
- inspection supervision of works related to survey, real estate cadastre, land cadastre, and utility cadastre.
- In addition to the Federal Administration for Geodetic and Real Property Affairs of FBiH, there are also four cantonal-level standalone geodetic administrations, and 79 municipal departments responsible for geodetic and real property affairs, real estate cadastre, and land cadastre.
PRODUCTS AND SERVICES
Geodetic plans
Geodetic plan is a detailed display of a smaller part of the Earth’s surface and all objects found on it in line of the projection. Geodetic plans are final products of a detailed land survey.
Previously plans were made manually or directly in field (graphic survey) or by processing numeric data of the survey in office. Nowadays only digital geodetic plans are made using various computer programs.
Application of geodetic plans is very wide – in all activities that require spatial data, so to say.
Federal Administration for Geodetic and Real Property Affairs has at its disposal geodetic plans for all municipalities in the Federation of Bosnia and Hercegovina.

It is our pleasure to inform you that the Federal Administration for Geodetic and Real Property Affairs started the realization of the Project of creating the Basic Topographic Database and the Visualization of data in official scales of topographic maps for the territory of Bosnia and Herzegovina. One of the main goals in this project is content editing, technical norms of the Basic Topographic Database, maintenance methods, distribution and archiving of BTD content, unique way of visualization of the BTD which is based on the control of topological conditions of BT data, model and cartographic generalization, topographic symbolization of data together with internal and external description of cartographic products, output format of the product, and cartographic paper resulting in a final product – vector, raster and / or analog topographic maps.
Cadastre
The Cadastre Software of the Federation of Bosnia and Herzegovina supports all processes in the real estate cadastre database provided for in the Rulebook on Real Estate Cadastre Database (real estate cadastre database creation, maintenance, data distribution and sharing, storage, protection and filing). As part of the software implementation, the central cadastral database of the Federation of Bosnia and Herzegovina was established and update features for it were implemented, allowing for its updating with the updates made in the municipal cadastral offices. The central cadastral database is hosted in the Federal Administration for Geodetic and Real Property Affairs of FBiH.
Geoportal
The GeoPortal of the Federal Administration for Geodetic and Real Property Affairs of FBiH is established with the main objective of facilitating access to and taking advantage of standardized spatial data held by the Federal Administration. The GeoPortal of the Federal Administration for Geodetic and Real Property Affairs of FBiH is a key element of the spatial data infrastructure of the Federation of Bosnia and Herzegovina (FBiH SDI).
FBiHPOS
FBiHPOS is the positioning system for the Federation of Bosnia and Hercegovina. It consists of networked GNSS reference stations, and its pupose is to provide real time positioning with accuracy of 1 to 2 cm. Authorised users will have continous access to the network.
The system will use the latest GNSS technology available and track all operational GNSS signals like GPS-NAVSTAR (L1, L2, L2C), Glonass (L1,L2), and augmentation SBAS-Also, the system is ready without any hardware changes or upgrades for future signals like GPS-NAVSTAR L5, Galileo “Open Service” (E1, E5a,E5b,Alt-BOC), and as far as possible for the Chinese Compass, and also for all signals like.
SDI FBIH
The Spatial Data Infrastructure of Bosnia and Herzegovina can be defined as a product of interconnected spatial data bases, as well as a process of creating assumptions for spatial data management.
In general, Spatial Data Infrastructure consists of a set of fundamental technologies, policies, and institutional arrangements who enable availability of spatial data.
In addition to the term Spatial Data Infrastructure in European countries it is also used the term geoinformation infrastructure (GII). There are many definitions of what a Spatial Data Infrastructure really is. The Spatial Data Infrastructure enable spatial data search, their assessment and application on all social levels: state Administration, commercial sector, uncommercial sector and public.
The Stabilization and Association Agreement between European Union and Bosnia and Herzegovina has been signed in Year 2008, and one of the Agreement objectives is providing EU guidance to the state of Bosnia and Herzegovina through partnerships concerning reform priorities in the harmonization of regulations (including the INSPIRE directive).
According to the Establishment and Maintenance Strategy of Spatial Data Infrastructure of Federation of Bosnia and Herzegovina, it has been defined mission, vision and SDI FBiH objectives. The basic objectives has been shown, while the implementation goals, as well as short-terms, medium-terms and long-terms goals you can find in the Strategy.
Mission: Define and build legislative framework, bodies, tools and other preconditions for the SDI FBiH establishment.
Vision: The SDI FBiH establishment will enable necessary preconditions for efficient collecting, processing, standardization and using of geo data, which will be shown by implementation examples at all levels of entities and users.
Basic objective 1: Establishment of the spatial data service and organizing the Spatial Data Infrastructure of Federation of Bosnia and Herzegovina
Basic objective 2: Enabling to the SDI FBiH user simple, efficient and quick access to the spatial data
Basic objective 3: Improvement the basics of good governance
Basic objective 4: Supporting the economic development of Bosnia and Herzegovina
Basic objective 5: Providing the basic spatial data for support the user needs and the EU requirements
