History
1891: The first Cetinje water supply system was built by capturing the gravitational water source Obzovica, located 9 km from the city. In the same year, a reservoir with a capacity of V = 1000 m³ was built at Zagrablje.
1905: A large reservoir with a capacity of V = 8000 m³ was built at Zagrablje.
1918: The Uganjska Vrela water source was captured.
1936: The permanent water source Podgorska Vrela was captured. The Podgor and Višnjica pumping stations were built, along with 8 km of pressure pipeline and an interruption chamber at Obzovica. The water supply capacity was 14 l/s.
1960: The system’s capacity was increased to 42 l/s.
1971: The system’s capacity was increased to 70 l/s.
1982: A new water supply system was built with a capacity of 150 l/s – new pumping stations at Podgor and Višnjica, a Sandin Vrh reservoir with a capacity of 2×2000 m³, three interruption chambers, and a 20 km long transport steel pressure-gravitational pipeline, as well as a 15 km long city distribution network made of cast iron pipes with nominal diameters ranging from 150 to 350 mm.
DOO “Vodovod i kanalizacija-Cetinje” was formed as the legal successor of JP “Vodovod i kanalizacija-Cetinje” by the Decision on the establishment of the limited liability company “Vodovod i kanalizacija – Cetinje” by the Assembly of the Capital City (“Official Gazette of Montenegro – municipal regulations”, no. 30/2013, dated 15.10.2013.) and amendments and supplements (“Official Gazette of Montenegro – municipal regulations”, no. 22/14; “Official Gazette of Montenegro – municipal regulations”, no. 039/19).
The founder of the company is the Capital City of Cetinje. The company was established as a single-member limited liability company.
The company’s governing bodies are: The Board of Directors and the Executive Director. The Board of Directors is the governing body of the company, while the Executive Director is the management body of the company.

ISO 9001:2016 EAC 27 Certificate
DOO “Vodovod i kanalizacija-Cetinje” was awarded the MEST EN ISO 9001:2016 EAC 27 certificate on January 10, 2016, by the Montenegrin Institute for Certification and Quality (CISK), with the certification scope covering the production and distribution of water from the water supply network for human consumption.
ISO 9001 is an international standard that specifies requirements for a quality management system in a business organization. The organization must meet these requirements to align its operations with internationally recognized standards. A quality management system is a management system that helps achieve the set objectives concerning the quality of operations and service delivery. This system includes the organizational structure, responsibilities of individuals within the organization, processes, and resources needed to manage the system.
ISO 9001 is suitable for all organizations that wish to improve their management practices, regardless of the size or type of the organization. Additionally, ISO 9001 is compatible with other management system standards, such as: the Occupational Health and Safety Management System ISO 45001 and the Environmental Management System ISO 14001. They share many principles and can be integrated.
In October 2019, a recertification check was conducted for the mentioned certificate. The scope of certification remained unchanged and was confirmed during the check, which led to an extension of the certificate according to the requirements of the MEST EN ISO 9001:2016 EAC 27 standard for the next three years, until January 9, 2023.
