The Public Utility Company “Tvrđava” Bač is the only company providing communal services in the municipality of Bač.
It was established on June 9, 1966. In addition to its core activity, which includes the collection, purification, and distribution of drinking water (activity code 3600), the company also performs other communal services of general interest, as defined by its Statute, for which it meets the conditions prescribed by law.

All activities within the operations of PUC “Tvrđava” Bač are aimed at better realizing the communal rights of the citizens of the municipality of Bač. The company aims to develop into a reliable and stable entity in providing services to citizens and legal entities, with all services being available to the residents of all settlements within the municipality.
In the coming period, the company must be modernized, which includes introducing more advanced technology, new vehicles and machinery, high-level management, organizational work changes, and hiring specialized personnel. Achieving this requires continuously increasing productivity, generating higher revenues, rationalizing expenses, maintaining profitability, and improving the company’s liquidity.
Vision of the Company
PU “Tvrđava” Bač aims to be a modern, technically and technologically equipped company that develops innovative and secure ways of providing services in the areas of communal activities, environmental protection, and sustainable development. It is recognized as a model of a company that provides communal services in this region. The company’s vision can be defined in several parts:
- Continued construction of the sewage network;
- Continued organized collection of municipal waste across the entire municipality;
- Raising the level of communal hygiene throughout the municipality;
- Regular maintenance of cemeteries in Bač and Mali Bač;
- Ongoing maintenance and improvement of public green spaces;
- Regular and proper provision of emergency transport for students and citizens, as well as regular passenger transport services;
- Active participation of the Municipality of Bač in the regional waste disposal project, with the ultimate goal of establishing a regional center to significantly reduce costs associated with maintaining the current landfill;
- Reconstruction of wastewater treatment plants, including the replacement of devices over 20 years old to ensure full functionality;
- Procurement of wastewater treatment devices in the Guvna settlement to prevent frequent pump repairs due to improper waste disposal;
- Maximizing the use of all company resources.

Goals of the Company
The main goal of PUC “Tvrđava” Bač is to maintain a strategy of stable growth with maximum savings in all areas of expenses.
The company’s goal is the continuous provision of high-quality communal services at affordable prices. Based on this primary goal, specific objectives for this planning period can be defined:
- Ensure proper water supply to consumers, with optimal capacity usage;
- Ensure drinking water quality according to established standards through regular quality control by authorized institutes;
- Regular maintenance of primary and secondary water supply and sewage networks and elimination of faults;
- Create technical conditions for connecting new users to water and sewage networks;
- Replacement of faulty water meters;
- Continue the process of replacing water meters for users (in 2021, over 600 meters were replaced, which hadn’t been done in the last 10 years);
- Regular maintenance of water production equipment;
- Implementation of programs for maintaining communal hygiene and green spaces;
- Waste collection and disposal programs;
- Regular maintenance of landfills;
- Removal of illegal waste dumping sites;
- Market maintenance and repairs;
- Cemetery maintenance;
- Road and infrastructure maintenance;
- Regular transportation services for passengers and students;
- In 2022, the procurement of a new garbage truck through leasing, with an investment of 5,000,000 RSD, based on market research, with the vehicle’s estimated value being 12,000,000 RSD;
- Purchase of equipment for the communal hygiene sector, including a self-propelled tractor mower and professional trimmers;
The strategic goals of the company also include ensuring continuous growth (measured by the volume of services provided), increasing productivity and service quality, and meeting user satisfaction with affordable service rates.
Additionally, the company aims to ensure sufficient annual profit for local government contributions and long-term investment planning, while also guaranteeing employee welfare and respecting ecological and safety standards to prevent environmental damage. The company also strives to be socially responsible and contribute to the well-being of the local community in 2022.
