The provision of Primary Health Care to the population is guaranteed by the Grouping of Health Centers of Altos Minho (ACES), made up of 12 health centers in a total of 39 functional units (12/31/2015):

  • 4 Model B Family Health Units;
  • 11 Family Health Units Model A;
  • 11 Personalized Health Care Units;
  • 12 Care Units in the Community;
  • 1 Public Health Unit.

The Santa Luzia and Conde de Bertiandos Hospitals provide differentiated care and focus on the following production lines:

    • Extern consult;
    • Urgency;
    • Internment;
    • Conventional Surgery (scheduled and urgent);
    • Ambulatory Surgery;
    • Day Hospital;
    • Complementary Means of Diagnosis and Therapeutics;
    • Home Services;
    • Home hospitalization;
    • Telemedicine / Telehealth.

The Internment has 398 beds and 13 cribs in the Obstetrics Internment.

The Operating Room has a Central Block with 5 rooms and an Ambulatory Block with 3 rooms, both equipped with equipment for conventional and laparoscopic surgery.

The Delivery Block in the Obstetrics service has an installed capacity for 6 delivery rooms.

The External Consultation has 102 medical and nursing consultation offices, 80 of which are at the Hospital de Santa Luzia (HSL) in Viana do Castelo and 22 at the Hospital de Conde Bertiandos (HCB) in Ponte de Lima. The External Consultation also has 3 small surgery rooms, 2 rooms at HSL and 1 room at HCB.
The Hospital de Dia area is equipped with 11 armchairs at HSL and 8 armchairs at HCB, making a total of 19 armchairs.

The Emergency Network has a Medical-Surgical Emergency service at the Hospital de Santa Luzia and two Basic Emergency services (Ponte de Lima and Monção), for urgent and emergent clinical cases, INEM provides 1 Emergency Medical and Resuscitation Vehicle ( VMER), 4 ambulances for Immediate Life Support (SIV), 10 ambulances for firefighters and 1 INEM ambulance based at Santa Luzia Hospital. When necessary, all these means are supported by the helicopter based in Porto.

In the provision of Continuous Care Integrated to the population, it is guaranteed by 2 inpatient units (convalescent units) and 10 home teams (ECCI).

The coordination of the National Network of Integrated Continuous Care is ensured at the local level by 2 Local Coordinating Teams.

Headquartered at Hospital de Santa Luzia, the Discharge Management Team is responsible for the preparation and management of hospital discharge in coordination with inpatient services, for patients who require monitoring of their health and social problems, either at home or in articulation with the convalescence units and the medium-term and rehabilitation units existing in the area of ​​influence.

ULSAM has an In -Hospital Palliative Care Support Team (EIHSCP), which provides support and consultancy to all hospital inpatient services in the area of ​​influence and a Community Palliative Care Support Team (ECSCP), which provides support and direct support to Hospital Services, ECCI´S, Family Health Teams and inpatient units of RNCCI in the area covered by ULSAM.

As of September 1, 2017, and by resolution of the Board of Directors of the Local Health Unit of Alto Minho, EPE (ULSAM), under the terms of article 18, of Ordinance No. 147/2017, of 27 April, the composition of the Local Access Management Unit (ULGA ) was designated .

The Local Access Management Unit (ULGA) is composed of a multidisciplinary team, with competencies in the areas of healthcare provision that make up the National Health Service’s Integrated Access Management System (SIGA SNS).

ULGA’s mission is to reorganize the system around citizens, their needs and expectations, promoting accessibility, speed, equity and humanization of services, without losing sight of the quality, viability and sustainability of the NHS.

Under the General Data Protection Regulation (GDPR) , the ULSAM Board of Directors in May 2018 appointed the data protection officer.

On December 14, 2017, the Board of Directors appointed the coordinator of the ULSAM Telehealth Center .
