Mission, Vision, and Goals of the Company

The priority and main mission of VODOVOD-OSIJEK d.o.o. is the safe supply of high-quality drinking water and the provision of reliable and efficient wastewater drainage services. The mission of the Water Supply business unit is the development of modern infrastructure with a high level of service quality. The construction of a modern water supply system is aligned with environmental protection and the interests of the local community. The mission of the Drainage business unit is to maintain a continuous and functional wastewater drainage system for the city of Osijek and its urban settlements.

The vision of the company is to continuously fulfill its mission and achieve set goals while maintaining the highest quality standards. This is accomplished by using modern scientific and empirical technologies and methods, ensuring environmental protection, and relying on the company’s own technical, technological, and human resources, all based on the principles of sustainable development.

The goal of the company is to enhance operational efficiency through a well-structured internal organization, foster teamwork based on high employee responsibility, manage and develop human resources—including continuous professional training—and ensure the proper distribution of tasks and responsibilities. Additionally, the company aims to improve overall operations by implementing modern IT solutions and optimizing business processes.

History of the Company


The tradition of an organized water supply system in the city of Osijek dates back far into history. The first known water supply system was established in 133 AD, when the Roman city of Mursa was classified as a first-class city, partly due to its urban water supply system.

Osijek received its second water supply system during the Ottoman rule, while the third Osijek water supply system was built in Tvrđa in 1758. In addition to military buildings, several family homes were also connected to this system. In 1883, the first water supply facility for the city of Osijek was established, using the open water flow of the Drava River as its source. Since then, the water supply system has undergone numerous reconstructions and modernizations, both in terms of capacity and organizational structure. In 1965, the previous name “Vodovod i plinara” (Waterworks and Gas Company) was abolished, and new work units “Servis” and “Projektni biro” were established. The company continued operations under the name “Radna organizacija Vodovod-Osijek”. In the following years, “Vodovod-Osijek” expanded its activities beyond installation work to include other market-based operations, such as technical gases.

In 1985, a new water production and distribution facility was commissioned, utilizing deep artesian wells, which are still in use today.

In 1989, following new legal regulations, “Radna organizacija Vodovod-Osijek” changed its name to “Poduzeće Vodovod-Osijek”. It included several organizational units: “Montaža” (Installation), “Gradski vodovod” (City Water Supply), “Kanalizacija” (Sewage), “Servis” (Service), “Tehnički plinovi” (Technical Gases), “Projektni biro” (Project Bureau), “Komercijala” (Commerce), and “Stručne službe” (Expert Services).

On September 24, 1991, the public utility company Vodovod-Osijek, a public water supply and drainage company with full liability, was established by the Osijek Municipal Assembly. It was officially registered with the Commercial Court under the number Fi-3005/92 on July 29, 1992.

As a limited liability company, VODOVOD-OSIJEK d.o.o. was officially established following the Company Agreement on the Organizational Change from a public utility company to a commercial entity. This transition aligned with the Companies Act of October 19, 1998, and the Decision of the Company’s Members from September 14, 2001, regarding amendments to the Company Agreement in compliance with Croatian Company Law.

Today, VODOVOD-OSIJEK d.o.o. is a modern commercial company whose primary activity is providing water services, which mainly include the production, purification, and distribution of drinking water, as well as wastewater drainage.
