Technical Assistance to Public Water Utility Companies
(MEG Project – Environmental and Economic Governance)
In 2021, the Public Utility Company, in cooperation with the local self-government unit (City of Čapljina), joined the MEG Project – funded by the Government of Switzerland. The project aims to improve local governance and public service delivery in the fields of environmental protection and economic development.
The Swiss Government launched the MEG Project to support decentralization, strengthen local democracy, and enhance the efficiency, effectiveness, and inclusiveness of public service provision, particularly in environmental and economic sectors.
As part of the project, Una Consulting d.o.o. Bihać was selected as the lead consultant and is responsible for implementing activities to strengthen the organizational, operational, and financial capacities of public water utilities.
Key project activities include:
Supporting local self-governments to increase operational autonomy of public utilities
Improving organizational structure and optimizing workforce
Enhancing customer service and user relations
Mapping water and sewer networks
Introducing zoning, metering programs, and non-revenue water management
Implementing new pricing policies
Improving revenue collection and administration
Establishing cost accounting systems and cost centers
Enhancing the Management Information System (MIS)
Budgeting, business planning, asset management, ownership definition, and depreciation accounting
Increasing water quality and availability, and improving energy efficiency of pumping stations
Changing the Way We Think
The approach the project uses to achieve these goals is comprehensive — from changing awareness and ways of thinking, improving the regulatory and institutional framework, to providing technical assistance to local utility companies.
