About us
Public Enterprise Broting, for engineering, organization of public works and services, is the legal successor of the Fund for Housing and Communal Economy and performs various activities in the field of communal services in the Municipality of Čitluk.
The work of the Public Enterprise is overseen by the Supervisory Board, which was appointed by the Assembly of the company the Municipal Mayor on December 12, 2018, under number 02-05-2999/4-18, for a four-year term.
In accordance with the Work Plan and Program of J.P. Broting, adopted by the Assembly of the Public Enterprise the Municipal Mayor, numerous projects have been implemented as well as the maintenance of public goods.
Communal Services
Communal services include providing essential public utilities and maintaining infrastructure in municipalities and settlements.
These services are divided into:
- Individual consumption services: charged directly to identifiable users, such as water supply, waste collection, and sewage treatment.
- Common consumption services: benefit the entire community and include public lighting, stormwater drainage, public transport, maintenance of public spaces, waste disposal, road upkeep, and other communal facilities.
The providers of these services are responsible for ensuring quality service, maintaining infrastructure, and protecting the environment.
Maintenance of Sewer Systems

- Maintenance of permanent and temporary watercourses
Maintenance of Local Roads
Maintenance of local roads is a demanding task due to their length and age. The total length of local roads is 126.1 km, of which 44.5 km are gravel roads.
At the request of local communities, we assist in repairing both asphalt and gravel unclassified roads. The Municipality of Čitluk and Broting co-finance the construction of access roads connecting local communities to the main local roads, depending on available resources.
Key maintenance activities include:
- Repairing and patching asphalt surfaces
- Maintenance of unclassified local roads
- Horizontal and vertical traffic signage
- Winter road services
Public Areas Maintenance Program
The maintenance program covers the central parts of Čitluk settlement along the main road with associated public spaces, as well as sections of the main road in Međugorje with sidewalks. It includes cleaning and sweeping of road belts, as well as maintenance of green areas and tree lines in Čitluk.
These tasks are primarily carried out by JKP BROĆANAC Čitluk under an annual contract, funded mostly through communal fees collected from residential properties. For tasks outside regular maintenance, contractors or unemployed persons are engaged as needed.
The scope has expanded to include maintenance of new public spaces and intersections, especially after constructing sidewalks or landscaping green areas and tree lines. Currently, six green areas with automatic irrigation connected to the water supply network are maintained, including parks, roundabouts, and key intersections.
Key maintenance activities include:
- Maintenance and fee collection of public parking lots
- Cleaning of squares, streets, and sidewalks
- Maintenance of green spaces and urban greenery
- Installation and upkeep of urban furniture (benches, playgrounds, etc.)
- Maintenance of public facilities
- Taxi service areas
- Upkeep of pedestrian and recreational zones
- Maintenance of children’s playgrounds
Public Lighting Maintenance
The largest portion of maintenance costs relates to the payment for electricity consumed by public lighting. JP BROTING covers electricity costs for 43 metering points, mostly located in Čitluk, Međugorje, and Bijakovići.

- Maintenance of poles and lighting fixtures
Works on Public Facilities
Works on public facilities include construction, reconstruction, or adaptation, financed from communal fees, with support from the municipality and various programs of relevant ministries and foundations.
Sports and other facilities managed by the municipality include:
- Stadium
- Sports hall
- Heritage monuments
