Accommodation and Population of the Municipality of Lupoglav


The Municipality of Lupoglav is located in the northeastern part of Istria County, established through the reorganization of the former Municipality of Pazin. It borders Primorje-Gorski Kotar County to the east, as well as the municipalities of Lanišće and Cerovlje, and the City of Buzet within Istria.

Lupoglav enjoys a highly favorable transport position, with major road routes connecting Istria to the rest of Croatia passing through it, including the Istrian “Y” (state road D3) and the Učka Tunnel. The planned railway tunnel through Ćićarija is set to further enhance its connectivity. Important roads include the D3 (Matulji – Lupoglav – Pazin – Žminj) and D500 (Ćepić – Vranja).

The municipality lies at the intersection of two geomorphological units: “White Istria,” characterized by the Učka and Ćićarija massifs, and “Gray Istria,” primarily flysch terrain. Settlements in White Istria typically have irregular, concentrated layouts on sunny slopes, often featuring enclosed courtyards surrounded by residential and economic buildings. In contrast, Gray Istria’s settlements are smaller, well-adapted to the terrain, and densely clustered on hills, such as the typical rural village of Boljun.

Beyond its strategic transport role, Lupoglav is notable for its natural and cultural heritage, including the well-preserved environment of the protected landscape and Nature Park “Učka,” as well as the historic surroundings of old Boljun and the Boljun field.

Population of the Municipality of Lupoglav


The municipality has a population of 929 according to the 2001 census, which represents 0.48% of the County’s population. The average population density is 10.39 inhabitants per km², which is among the lowest in the County (72.41 inhabitants per km²), and it is classified as a demographically critical area (the average population density of the Republic of Croatia is 85 inhabitants per km²).

Out of the eight settlements in the municipality, only the settlement of Lupoglav has seen a noticeable population increase compared to 1981. Between 1981 and 1991, the population of the municipality of Lupoglav decreased by 132, and between 1991 and 2001, the population decreased by 41.

Organization of the Municipality of Lupoglav


The Mayor is the head of the executive authority in the Municipality of Lupoglav and manages the municipal administration.

The Municipal Council is the representative body of the citizens and the local self-government authority. Within its rights and duties, it adopts general and other acts and performs other tasks in accordance with the Constitution, laws, and the Statute of the Municipality of Lupoglav.

The Unified Administrative Department of the Municipality of Lupoglav is located in the Municipal building in the center of Lupoglav, at Lupoglav 17, 52426 Lupoglav. The Administrative Department performs administrative, professional, and other tasks as defined by law, the Municipality’s Statute, and other regulations.
